RESUMO
Esta pesquisa tem o intuito de particularizar estudo sobre a universidade,
buscando reconstituir experiência do Ensino Superior na Região Sul da Bahia,
conduzida a partir da década de 1960, de maneira a perceber-se
especificidades da trajetória da Universidade Estadual de Santa Cruz (UESC),
situadas e datadas, particularmente enraizadas nos espaços sociais,
econômicos, políticos e culturais da região do seu entorno. Tenta-se situar o
lugar enquanto espaço-tempo, procurando identificar as transformações que se
processam no seu interior, capazes de fazer surgir a Instituição de Ensino
Superior. Isto significa perceber a região como expressão essencial da sua
própria cultura e as implicações que geraram a instituição universitária, como
fatores fundamentais para a busca dos elementos significativos que permitem
situar o movimento expresso na teia de relações, de forma a fazer emergir daí
sua historicidade e a criação de sua territorialidade. A questão central do
estudo encontra-se na reflexão de como se exercem as relações entre
Universidade e Região e quais as contribuições efetivas da instituição para a
realização do seu compromisso social, em localidades onde está
geograficamente instalada, considerando a territorialidade desempenhada em
sua área de abrangência. Partindo-se de uma perspectiva interpretativa das
idéias de região, universidade e territorialidade, sob a estruturação históricofenomenológica e à luz dos pressupostos das geografias humanístico-cultural e
interpretativa, a idéia é conhecer o movimento da teia de relações que se
estabelecem nos lugares universidade, região e relações (entre-lugares), onde
o fundante é a historicidade do objeto: universidade-região. O pano de fundo
que permeia as discussões engendradas centra-se nas políticas nacional e
estadual da educação superior e sua inserção na política econômica global. Os
eixos de interpretação estão na geografia, sob os enfoques teóricos de espaço,
região, território e territorialidade; na educação superior, particularizado nas
relações entre universidade e sociedade, com foco no caráter conceitual da
universidade, suas funções, sua estrutura e ações políticas, e história, através
da formação social e histórica do espaço territorializado. A UESC possui
projeto acadêmico-institucional identificado política, econômica, histórica, social
e culturalmente com a região onde está geograficamente instalada e o papel
desempenhado em sua área de abrangência solidifica-se quando o
conhecimento sobre dados relevantes da realidade local e as transformações
detectadas da evolução destes, através das ações inerentes à instituição
universitária, são realçadas por análises cuja natureza aponta para uma
reflexividade sobre o ethos e o significado cultural local. O método auxiliar
adotado para estruturação dos núcleos interpretativos ou temáticos foi a
análise de conteúdo, sob o qual, levantamento de fatos, fenômenos, legislação,
documentos (internos e externos) e relatos/depoimentos foram sistematizados.
Na trajetória percorrida pela instituição, desde a sua formação, identificaram-se
as peculiaridades políticas, os jogos de poder, as lutas e as crises no seu
contexto. Dos resultados obtidos destacam-se: a solidificação da idéia de que a
UESC é uma universidade que foi implantada pelo resultado da mobilização da
sociedade regional; sua identidade está fortemente relacionada à atividade,
base da economia local – a cacauicultura; seus atores lhe atribuem papel de
líder para resolução dos problemas econômicos e sociais enfrentados e de
agente de desenvolvimento regional; suas ações materializadas na região e
seus relacionamentos políticos e econômicos desenrolados em contextos
espaço-temporal singular conferem-lhe um forte sentimento de pertencimento,
consubstanciando sua territorialidade, ou a idéia de que é uma universidade
“DA” região onde está inserida. Conclui-se que as ações da UESC são sociais
e materializadas no lugar do seu entorno, territorializando-as.

ABSTRACT
This research has intention to distinguish study about the university, Looking to
reconstitute experience of Superior Education in the South Region of Bahia, led
from the decade of 1960, trying to notice the trajectory of the State University of
Santa Cruz (UESC), situated and dated, particularly taken root in the social,
economic politic and cultural spaces of the region around. It is tried to situate
the place concerning its space and time looking to identify the transformations
that take place on its interior capable to make to appear Superior Education
Institution. That means to perceive the region an essential expression of its own
culture and the implications that had generated the university institution, as
fundamental facts to search of significant elements, that allow to situate the
express movement in the web of relations trying to emerge its history and
creation of its territoriality. The central question of the study is found in the
reflection of how is exerted the relations between University and region which
effective contributions of the institution for accomplishment of its social duty, at
the localities where it is geographically installed, considering the territoriality
performed in its area. Starting from an interpretative perspective of the regional
ideas, university and territoriality, under phenomena-historic structure and under
the light of the geographic humanistic-cultural estimations and interpretative, the
idea is to know the movement of the web that take place on the university and
region relations (between-places), where the pioneer is the object’s historicity of
university-region. The wallpaper that selects the produced quarrels centralized
in the national and State politics of superior Education and its insertion in global
economic politic. The axles of interpretation are present at the geography,
under the theoretical approaches of space, region, territory and territoriality on
superior education, distinguished in the relations between university and
society, focusing at the conceptual character of university its functions, its
structure and political actions, and history, through the social and historical
formation of the territorialized space. UESC possess academic-institutional
project identified politic, economic, historical, social and culturally with the
region where it is geographically installed and the role performed on its area, is
made solid when the knowledge on excellent data of the local reality and its
detected transformations evolution, through the inherent actions of the
university institution, are enhanced by analyses whose nature points with
respect to a reflectivity on the ethos and the meaning of local culture. The
auxiliary method adopted for the structure of the interpretative or thematic
nuclei, was the content analysis, which the finding fact, phenomena, legislation,
documents (internal and external) and story/deposition had been systemized. In
the trajectory covered for the institution, since its formation, politics had been
identified to the peculiarities, the games of being able, the fights and the crises
in its context. Of the results, are distinguished: the solidification of the idea that
UESC is a university that was implanted by the result of the mobilization of the
regional society; its identity is strongly related to the activity, base of the local
economy – the cocoa cultivation; its actors attribute role of leader for resolution
of the faced economic and social problems and of agent of regional
development; its action materialized in the region economic and politic
relationships and uncurled in contexts singular space-time, confers a strong
belonging feeling to it consolidating its territoriality, or the idea of that is a
university "Of the" region where it is inserted. It is concluded that the social
actions of UESC are materialized around the region, territorializing them.
